Accoring to UPI.COM, Kristian "Varg" Vikernes is in the custody of the French Intelligence and was arrested in his hometown of Correze on July 16th, 2013. It is suspected that he has received a copy of Norwegian mass killer Anders Breivik's 1,200 page manifesto. Vikernes' French wife is known to be a member of a shooting club, and recently legally purchased four rifles.
Given his past history which includes time in jail for 15 years for murder, (stabbing Mayhem guitarist Øystein 'Euronymous' Aarseth), and torching churches in Norway, authorities are unclear if he planned or plans to commit mass murder.
His vision (delusion) , quite simply, seems to be, and I quote: "turn Europe into our Elysium again." (excerpt from a posting in 2012 in an anti Semitic publication: War in Europe: Part V).
